Then make it that you can select from the mods you own to put into your world, like how you can put a texture pack onto a specific world. In terms of how to implement them into the game, make them a setting that can only be toggled when the world is created. Simply put, Mojang would never let people install/download mods for free when they already have the community store where people can BUY skin/texture packs. This way they are something that microsoft has ok-ed and the developers of the mods that already exist could possibly work a deal with them to have their mods on console. So a way to compromise with this could be to add them to the shop from community developers after they have been approved. I understand that Microsoft and Mojang would not allow people to install mods from other developers on their system.
